Highways Policies
Here you will find Southampton City Council's highways policies documents which consist of the Highways Maintenance Plan, Highways Winter Maintenance Policy, Highways Programme and the Highways Street Lighting Policy, as well as the Customer Consultation and Satisfaction Framework.
Road and pavement faults
This service is responsible for the repairs to road and pavement in Southampton. If you would like to report a fault you can complete the online form on the right hand side or call Actionline on the freephone number below.
Traffic lights
This service deals with new traffic signals & systems design & installation, current signal maintenance and the UTC system management.
Road signs
The council are responsible for non illuminated on-highway traffic signing (not parking), temporary event on-highway signing, carriageway markings, traffic guidance and adherence to legal requirements. Information on applying for signage and details of existing road signs can be found on this page.
Access requests (by utilities companies or developers)
If you are a utility company or developer looking to excavate the highway then you will need a licence to excavate and/or repair install plant. Further information can be found on these pages.
Gritting
Southampton City Council grit the highway network to help the safe movement of all highway users, buses, cyclists, motorists and pedestrians in certain weather conditions.
Spillages on the road
The council deal with spillages on the highway that could cause an immediate hazard to users or to the environment. For example an oil or diesel spillage or other material falling from a vehicle onto the road.
Road flooding
If you wish to report a flooded road or footpath in the city then this can be done by telephoning Actionline or in person at Gateway.
Dead animal removal
If there is a dead animal on the highway then contact this service to report and arrange removal.
Road obstructions
It is an offence to obstruct the free passage of the highway. Obstructions are objects which have been unlawfully placed on or which overhang the highway. To gain further information or to obtain a licence for activities permitted on the highway then look at the following pages.

This service can provide information and advice on traffic signs, markings and traffic regulation orders.
Vehicles with Abnormal Loads
Before a haulier can move an abnormal load, he must notify and gain consent from the police. The services for vehicles with abnormal loads are managed by Hampshire county council.
