The Constitution

The Constitution sets out the powers of the Leader and the Cabinet Members and the rules and procedures under which the Council operates.

Standards and Governance Committee

This oversees the standards of conduct of Councillors and how the Constitution is put into operation. The Government has its own Standards Board which can investigate serious allegations and cases of misconduct.

The role of the Mayor

Southampton continues to have a Mayor and Sheriff who represent the city and carry out ceremonial duties. The Mayor chairs meetings of the Council and the Standards and Governance Committee, but has no other role in the decision-making process. The Mayor is chosen by the Council each year.

The role of council officers

Council officers are the paid employees of the Council. The most senior council officer is the Chief Executive. Officers are responsible for carrying out the decisions of the Council, the Cabinet, Cabinet Members, Committees and Panels, and providing the Council's services.

Getting involved with decision making

There are opportunities for you to find out about decisions and get involved with the process.

Remember, you can

  • see which decisions are coming up on the Forward Plan

  • see a report five days before the decision is made

  • attend Council, Cabinet, Committee and Panel meetings

  • ask a question at these meetings (you must let us have your question in writing seven clear working days in advance)

  • see full details of how and why a decision was made
