Plans

Emergency Plans are designed to give guidance to local authorities, emergency services and other agencies so they can act quickly to provide support to those involved in a major incident.

Following a major incident the priority for local authorities would be to ensure the safety and welfare of those involved or affected by it.

Southampton City Council is responsible for its own versions of the following plans:

  • SotonSafe (Z-Berth) Nuclear Submarine Incident Plan

  • SCC Major Incident Plan

  • SCC Oil and Chemical Pollution Plan - see Related Documents on right

  • SCC Flood Plan - to be published Oct-Nov 2008

Other agencies contingency plans:

  • Associated British Port Emergency Plan

  • City Centre Evacuation Plan

  • Solfire (Solent Marine Incident) Plan

  • Stadium Major Incident Plan

Hampshire & IOW Local Resilience Forum plans/guidance

Following the 7th July 2005 bombings in London a Family Assistance Centre was established. The Civil Contingencies Act 2004 now requires local authorities to manage provision of this level of support.

As part of the Hampshire & Isle of Wight Local Resilience Forum, Southampton City Council has jointly written the 'Hampshire & IOW Humanitarian Assistance Guidance' that enables the appropriate level of support to be provided in relation to an incident as required. Support could range from a telephone helpline to establishing a large centre where various agencies would be located to provide support to all those involved in or affected by a major incident.

  • HIOW Humanitarian Assistance Guidance - see Other useful websites link on right

  • Local Resilience Forum Media Plan - to be published September 2008

SCC Major Incident Plan 2006

As a requirement of the Civil Contingencies Act 2004 the authority maintains the Southampton City Council Major Incident Plan.

SotonSafe (Z-Berth) Plan

As a requirement of the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) the authority has developed the SotonSafe Z-Berth Plan.
