Responsibility of the Emergency Planning Unit
To raise awareness within the authority and community of emergency planning issues and to ensure the preparedness of the council to respond.
To prepare generic and risk specific emergency and major incident plans; then regularly review, exercise and republish these plans.
To provide rest centre and other capabilities for the initial reception of those evacuated as a result of an emergency incident within the city.
To contribute to the work of the Hampshire & Isle of Wight Local Resilience Forum on emergency planning issues.
To co-ordinate Southampton City Council's business continuity planning arrangements in the event of major disruption.
To train city council staff to respond to major incidents.
Operation Lazarus
The Warning & Informing sub-group of Hampshire & IOW Local Resilience Forum wanted to promote awareness in preparing for emergencies. BBC Radio Solent invited the team into the studio with John Cuthill for a test exercise broadcast where listeners were asked to phone in with their choice of action during the programme. A lot of interest has been shown and this may be used in other areas of the country as a way of informing the public of what to think about to make life easier should an emergency occur. Port of Southampton Nuclear Submarine Berth Accident Response Plan
The Navy has a longstanding need to occasionally bring a nuclear powered submarine into the Port of Southampton. When it has done so the visit lasts a few days during which the vessel is berthed adjacent to the QE2 Terminal within the Eastern Docks.
Southampton City Council has since 2002 assumed a legal obligation under the Radiation Emergency Preparedness and Public Information Regulations to plan, exercise and review the aforementioned, albeit extremely unlikely, nuclear emergency requirements. This work is coordinated through the Sotonsafe Interagency Emergency Planning Group.
Given your possible interest, you are cordially invited to attend the annual public meeting to hear of developments to date and to question senior officials representing the response agencies concerned. The meeting will include the presentation of an up-date report. A copy will be available electronically by request beforehand via the above email address.
The meeting will take place at 11.05am on Tuesday the 11th November 2008, in the Council Chamber at the Southampton Civic Centre. In order to ensure effective conduct of the meeting, advance written questions or brief statements through the Chair or Council Members would be appreciated.
