The council tax bands set for each property are the responsibility of the Valuation Office Agency - an executive agency of Her Majesty's Revenue and Customs (HMRC).
The circumstances in which you can make a formal proposal against your council tax band are very limited but if you have a genuine concern that your home may be in the wrong band, you should contact your local Valuation Office and ask to have your band reviewed.
